A couple of things that I have tried and have kind of worked out for us: 1) Always try to learn more about this individual, do not miss any single opportunity of connecting and knowing more about her, most of the insights come from a small informal meeting or any light-hearted conversation with a small group. This would surely help you establish a connect gradually, not overnight for sure. 2) Take cues from inputs they share with their direct manager and colleagues and talk openly about it in 1-on-1's. 3) Not forcing them to overly-communicate, rather respecting their space and understanding them makes them more comfortable. And once the comfort gets established, there would be nothing that would stop them from contributing.
