To best answer this you need to understand why is the initiative being doing. If it is to drive a return then it should be compared to every other investment and ideally stand on its own two feet as an initiative into which to place funds. If it is being done for less tangible reasons understand explicitly what value it creates in the minds of those who hold the purse strings. They need to decide how much "non-financial value" they attribute to it. If there is enough of that it should get the funds. If not then you'll need to wait until the financial aspect improves or they reassess the non-financial value (e.g., due to changes in customers' views)
