In my experience, A good framework is to start with the ISO 14001 Standard. This is a great guide. The standard focuses on the Plan, Do, Check and Act Methodology which is essential to creating an effective monitoring program.

In my experience, we must first determine baseline conditions and trends of the marine ecosystem. One of the ways you can do this is by acquiring data from monitoring agencies, government agencies or conservation authorities. They will usually collect these data which you can then use as a baseline for our monitoring program. Another thing to consider is the potential risks associated with a renewable energy system. To address this an emergency and risk preparedness program should be initiated to adequately identify all of the potential risk and mitigations to address each one is documented. Furthermore, there should be a way to address gaps in data and collected data. One way to address this is to use comparable literature.

3 Design the sampling and analysis methods

The third step is to design the sampling and analysis methods that you will use for your program. How will you collect, store, and transport the samples or data? What are the sampling locations, frequencies, and durations? What are the quality assurance and quality control procedures that you will follow? What are the analytical techniques and tools that you will use to process and interpret the data? These questions will help you to plan and optimize the fieldwork and laboratory work, as well as to ensure the reliability and validity of the data.

4 Develop the data management and reporting system

In my experience, the data should be stored in a database not an excel or google sheet. You want to use an access database or SQL database. That will make data retrieval better. The data format should be easily readable, standard data management best practices should be followed. A good way to share and visualize your data is with Tableau or Power BI. A good format is PDF or CSV files. Monitoring data should be reported on a monthly basis. The content displayed should be the data shown against the baseline standard and company standard. Also, insights drawn from the data should be communicated as well as any countermeasures to address any abnormalities that data reveals.

5 Implement and evaluate the program

The fifth step is to implement and evaluate the program. How will you execute the sampling and analysis methods that you have designed? What are the challenges and opportunities that you encounter during the implementation? How will you monitor and adjust the program according to the feedback and results? How will you measure and assess the performance and effectiveness of the program? These questions will help you to carry out and improve the program, as well as to demonstrate the value and impact of the program.
