I think this is a bit confusing. It mixes the technical strategy with business model that are part of each-other though should not be mixed together like one. Technical strategy is the way you want to go from point A to point B by using technology and resources. The purpose of a product is part of your business model and vision/mission. It is not a technical vision or strategy. For the other parts below I agree, they seem correct.

Apart from the pointers mentioned, while creating a roadmap it is important to note that this is a high-level plan and the team dives into granularity of each milestone during implementation. Often, I have seen teams getting stuck on the mechanics of how a particular milestone is to be implemented and spend the whole discussion on that. Though it is important to know a ball-park figure on estimates, it should be a blocker for creating the roadmap. Also, if you are creating a technical roadmap for an existing product, then it is essential to consider any technical debt that has been accrued since this may come back to haunt any day and choke up the development bandwidth.

There is a misconception that you as a tech lead, em, cto etc... are the only responsible for the technical strategy. In reality the all team, from different departments is the one building the strategy under your guidance. You delegate and allow others to come with the best ideas. It's a team effort.
