I see the biggest challenge with flexible scheduling is faced with companies who have both corporate offices and manufacturing plants. Front line employees don't receive the same type of opportunities in flexible scheduling in these industries, yet companies still market "flexible scheduling" as a company perk. I believe the focus should be more on reshaping traditional measures of success that only provide opportunities for flexible scheduling in certain departments vs. others by simulating flexible scheduling scenarios and monitoring how it impacts both key performance metrics and employee engagement. I've seen companies yield higher success in retention when taking viable efforts to improve flexible scheduling across the board.
