I would say that many firewalls can do the job over cloud considering the evolution of adopting cloud solution from almost all the vendors, I have tried Pal Alto VM-Series, Fortinet appliances and I guess they have the most reputable solutions over cloud and best handling over IaaS services from most of the providers
