An unexpected scope change is in itself a worrying sign (let alone the directional change of the scope). I assume given the unexpected scope change, that this was not discussed beforehand, therefore my comments below: Why is the scope change needed in the first place and why have at least some of the stakeholders not been involved in the decision? What prompted the decision (data, discussions, market conditions, etc)?These, more than anything will have an impact on probability of success for the project. Additionally, stakeholders are first and foremost people: how is this change going to impact their motivation? These considerations are best discussed a priori. Nevertheless, if the change is needed, clear decision communication is a must!
