Reason of delay may be many to be listed first .Budget may one prominent reason of delay.it can be arranged from.different sources comparing liability like repaying conditions .Defaulter contractors can be kept out and work can be assigned to new contractor having more capacity and more equipped with latest technical T&P. Here cost effective solution can be picked by choosing right party.Balance approach can.be adopted keeping completion time and cost involved in delayed completion.If delay is due inhouse negligence then related team to be interogated and thier explanations to considered to avoid such delay in future. Management must keep vigilant about delay all the time and accumulated delay can be avoided .
