Resistance usually comes from people not seeing the benefit of the change. So, instead of talking about the cost or the technical details, I focus on what the change will do for them. How is it going to make their lives easier? What pain will go away, or what more will they be able to do as a result? If you can show them the value, the resistance starts to fade.
