If they are, then you would first confirm if the Network switch is functional, but if the PC's are still working, then the Voice VLAN of associated DHCP scope could be the culprit. I would always try rebooting a phone to see if there was just a temporary issue that caused the phones to go down.

(2) I have found the issue but need assistance with the resolution...maybe it is a patch issue that the vender would need to resolve.

Detailed documentation is always important. building a KB that you can go back and refer to is a great tool to be used for future issues. You will probably need it to provide route cause analysis also.
