What I have found effective with scope creep it to identify Must-Haves and Nice-Haves objectives early in the process. They may need to be re defined when scope has outgrown the timeline and budget. Identifying most costly and impactful changes is helpful. Launching the project in phases is helpful and can help with overcoming the timeline issue.
