Start by offering multiple shipping options on your web store - Express, Standard etc etc
Charge a little extra for Express and make Standard Free Delivery. (Shipping costs are added in the SP)
Lets the end customer decide on this.
Then make sure you have multiple shipping carriers and you get volume discount and also consider consolidated shipping with 3PL's.
Last for fast moving items consider Regional Warehousing.
Also optimise your packets size by doing custom packaging, bundle products and try to Partner with Regional Carriers.
