Be clear about the logic/rational behind the decision, other options that were considered, and checkpoints in the future for evaluating effectiveness and making course corrections that will include major stakeholders.

By giving them a role in the change, you help them feel invested in the outcome. Create committees or working groups that include representatives from all stakeholder groups. This should have been done from the start. If you now try to get people involved in implementing a policy they are angry about or resistant to, they may feel even more bitter and resentful.
