Culture change should be systems-based, both in the physical systems and the mental ones. The culture of an organization is the mindsets of all who work in the organization. However, it is the mindsets of top management that shape the culture. Are the mindsets of top management going to change? If so, it must be from legacy command and control to more inclusive systemic love and caring for staff. You can't fear your way into sustainable culture change. Then there are systems improvements in physical systems. Yes, agility. But agility in what way? Jumping to solution without understanding the system creating the problem? "Don't just stand there--Do something" agility? No. Agility must be in a systems-based change model that becomes a leadership, management, project implementation, and problem-solving model. Make agility something you become, not something you do.

Goals are great as long as you realize you're only going to get what the systems deliver. Goals give the team direction, but that's all. Create or improve the systems to produce the outputs than move toward the goals.
