This scenario is a common one among all the Training, L&D domain specialist , especially in corporates. Few things that can be noted are: 1) Differentiating the traditional and e-learning delivery modes on the basis of topic, employee and desired outcome. 2)Using free online resources, if they are allowed and found impactful and effective. 3)Buy in from stakeholders by show casing them the progress made at each step. 4)Giving opportunities to start ups to design e-learning contents. The chances of negotiations are higher and the output will be more since they too want to cement their expertise. 5)Regular follow up and analysis with data sets.

This is an interesting subject and could be debatable too! I had an experience of integrating or rather say transforming traditional learning to e-learning as part of HSE course training delivery during my previous stint. While there were different LMS systems and eLearning platforms available, one of the approaches was to prioritize a blended learning model by leveraging free or low-cost e-learning platforms in the likes of Moodle. The next stage was to repurpose existing learning materials into digital formats, and utilize open educational resources (OERs) to reduce costs. The outcomes were then measured via feedback from several stakeholders like awarding bodies and learners which helped to refine methods with quality uncompromised.
