Balancing budget conflicts in aerospace engineering projects: How do you ensure quality takes precedence?

You could make the best-looking parts, but in our business, if they don't pass Quality Control, they'll never fly. In my experience, one can never be enough careful in planning to execute the sole mission of an aerospace company, that is to provide validated quality. The aspect of adequate budget is fundamental in ensuring that and must not be taken lightly. The entire process chain should be looked at in detail and each effect, which cascades into other process chains should be followed till the process chain ends into a final process. Then a back calculation of the budget to produce, maintain and enhance quality needs to be done. Budget planning only this way will ensure that the investment is adequate.

It is essential that organizations track accurate full cost history for all components and steps in the manufacturing process. This means that outsourced materials and processes must also be fully understood since risk cannot be controlled by ignoring it. Learning from the budget history and depends upon full cost accounting; eliminating the temptation to overlook the indirect costs of manufacturing such as rework, scrap, lost time, employee injury and the other consequences of manufacturing issues. While it may not improve the appearance of company value, truly understanding historical costs will contribute to lower risk and better budget performance.

QA in aerospace is NOT ISO9001, but a super specialized version called AS9100D or EN9100-2018. Let me give an example from our experience. Say we are AS9100D certified and a large OEM selects us to supply a component for their production. That implies that our processes, machines, facility, etc are audited by a third party. Suppose we decide to move the machines from one spot to another within the facility floor, the customer's internal audit team is called to re-certify the location and the parts processed on them. QA is extremely strict, if you come to our facility, you'll see all kinds of signage, like FOD, and certificates of calibration on each equipment, verifiable to the source of certification standard and stored in our ERP.

Constant skill development and learning is the key in Aerospace companies. Our engineers have to wear multiple hats and that requires them to follow the path of deeply understanding the process chain and the effect that each one of their actions has on the quality produced. When we're talking about tolerances in microns, even the tiniest actions can damage a part. For instance, holding a freshly machined part by hand will most likely damage it due to the oils and sweat on the palm of your hand. Everything that we do is qualified and prequalified before a part is sent to the customer. The workforce knows and can troubleshoot any issue at the source of an error if there is a single out-of-spec part. That requires constant training.

To cut costs, large OEMs drive RFQs primarily on price, assuming quality assurance is the supplier's responsibility. Each RFQ cycle pressures suppliers to reduce costs, which is often impossible in manufacturing. In the EU, many suppliers have collapsed, and gone bankrupt, under this pressure. OEMs must reflect on this approach; without proper margins, suppliers cannot sustain operations. Ensuring fair margins is crucial for a viable and high-quality supply chain.
