One should make it crystal clear what the target is and how to achieve it. Inject a “go get it” energy and firestart the engagement process. People love channeled energy toward a good goal

You never know at the start who talks to who and what they think of each other. Willingness to adjust your position to encourage others. Its not a rigid plan... and you need everyone on 'the same side'. 'diplomacy' is too grand a word and it's not usually term that inspires - on the contrary, it implies there's a big problem to solve and sometimes 'just listening and talking' is what's needed. I won't be using 'public diplomacy' as a 'thing' anytime soon. .. and there's only one strategy with one aim and several objectives. Assuming there's lots of strategies you are lost from the 'get go'

Yes one should also consider external factors, as they are impactful on once relationship building, due to sudden changes in any policies the requirements could change and investment could suffer.

One should communicate in best interest of the stakeholders, where the process of 7 C' s of communication could be followed along with the listening skills required

Collaborating the network keeping the cultural biasness away, could be a jusified answer for inculsive behaviour for diversed involvement.

I belive not only external but internal structure should also be explored to make the outcomes more fruitful for the stakeholders benefits.

Define the stakeholder management budget that is required to achieve the agreed objectives. It is quite easy to set the desired objectives. One must always be mindful of the available budget to achieve the required objectives.
