Nature-based offsets should include permanence, e.g. afforestation and reforestation projects should be dearly protected against deforestation else it would lead to carbon leakages.

The likelihood of the project being additional is highest in the first crediting period. You can check this by looking at the vintages of the offsets.

Very few offset projects directly measure co-benefits during its crediting period due to additional cost (e.g. ex-post when the project is in operation and allow to verify offsets). I favour real measurements of carbon emissions and sequestration over the prevailing current practice of modeling with questionable reliability.

Remember that the original purpose of carbon offsets and markets was to bring new technologies and processes to developing countries that didn't have it at the time, and to bring the needed incremental investment to the related projects in those countries until they become commercially viable / scaled. It is not just one-to-one offsetting from a company's annual GHG emissions. Companies and people who buy offsets should see it as an investment in these technologies, processes and countries. So buying offsets using an internal carbon budget suits this purpose better than going for the lowest price and one-to-one offsetting. In practice this means a company could be buying two or three offsets for every 1 tCO2e of their emissions.
