Accuracy measures the variance between the actual values and predicted values , it’s important to emphasize the fact that accuracy is a general evaluation metric for model performance thus it can be misleading particularly for neural network’s performance therefore they are other metrics such as f1 score , precision and recall which are more reliable in various situations when it comes to evaluating performance , as generally accepted procedure we split the data into training and validation to measure the model performance, it’s critical to use all the metrics not just accuracy to evaluate performance and have full rounded view furthermore it helps you identify the problems related to performance because ML is an iterative process

Simply speaking smaller the errors, better your model is. These metrics are more realistic and important than talking about R2-score. But again it is domain specific, some of the experiments' aim is to discover independent parameters which influence dependent parameter. e.g some science experiment where your aim is to include more and more parameters which contribute to change(+ve or -ve) in the dependent variable.

In my experience model accuracy alone doesn’t fit the bill if the model output is not timely. What I essentially mean we need to be aware of the latency as well. In real world applications latency does not rely on model complexity but network latency, server processing time etc. So, going for highly accurate but much complex model might not be a optimal choice given your nature of your application. If it is online prediction service, a good balance between latency and accuracy should be looked at (because even you parallelise, the cost may go up) but if the batch prediction does the trick, going for accuracy first makes more sense. We need to be mindful that accuracy matters but not at the cost of latency or cost of maintenance.
