What do you do if you're struggling to assess the environmental effects of infrastructure projects?

Gathering comprehensive data is not as important as gathering "relevant" data. Who decides what is relevant? I suggest this has to come from someone who is able to see the wood for the trees and help focus an assessment on the key issues... material risks, where a precautionary approach is justified, where a value judgement may be needed, which specialists should be consulted... gathering data for its own sake has severely compromised environmental assessment for infrastructure projects, wasting vast amounts of time and money that isn't translated into sustainable outcomes.

Data is a fundamental requirement for assessing and projecting the environmental impact of an infrastructure project. The absence of pertinent data leads to challenges in evaluating the environmental effects.

The social aspect is one of the main pillars of sustainable development. Hence, in any environmental project, It's essential to include the social aspect. This can be done by promoting inclusivity and involving all the stakeholders including governments, the local community, and the most vulnerable people in all the decision-making, and implementation processes.

The approach or mechanism needed for an environmental project largely depends on the location of the project. The location in reference here refers to the institutional, legal, social, and geographical framework. The approach must comply with the regulations, and follow environmental law. Hence, it's necessary to carry out a regulatory review to make sure that the project respects the legal framework. Regulation varies from one country or area to another and from one project to another.

In my NEPA experience I've been a strong advocate of establishing some sense of standardization of descriptors to express the severity of environmental impacts by setting up a matrix of descriptors vs categories of impact: for example lethal, cripple, injure, impair, harass, discomfit. Resource specialists contributing to environmental assessments or EISs have diverse backgrounds and would tend to use a spectrum of descriptors to characterize impacts. Try to standardize them so that in rolling them up into conclusions your resource impact assessments are internally consistent. Likewise for intensity of environmental impacts: for example immediate, aperiodic, chronic, transient, occasional, negligible.
