In my experience I have contact with Wireshark. It is a good Network scanning tool. In a GPRS Network project, this tool help me in Network traffic monitoring and troubleshooting. The wireshark shows relevant data at Transport Layer and Datagram Layer. If you have solid base of knowledge in data networks you will not have difficulties to use this tool.

They normally write all good connections and even full PCAP. The reason they do it because hackers often uses legitimate connections. They can analyze patterns, perform test and decide if certain incoming traffic is a threat. Then different mechanisms can filter or redirect it.
