I believe this is an institutional governance framework where the guidelines are assess for every human activities including Exploration and Mining to insure that no harm done for the Environment

In my experience, the framework of the policies and procedures set up by the government or the state should be reviewed while defining the scope. Knowing the policies and regulations beforehand might help to get a realistic project scope that is clear and achievable.
