In my experience, enforcing policy for deletion (coming from “right to forget” component of GDPR) is the most complicated one.

This is often more so with Cloud platforms where the RBAC is most critical.

Data Governance Practices are multi-folds and One Size Does Not Fit All !! It has to be enshrined first by the Senior Managment and then IT should set those controls- as much automated. Relying on human effort every time to safeguard the Governance Measures is daunting. With that said- YES- the staff should be trained and understand the impact of not having these safeguards.

One thing that is ubiquitous to all of these areas is Change Management. Data Governance is not a technology problem - it is a People and Process Problem. With something as important as data governance in this era of AI and Analytics, it is imperative to have buy in from the organization and to effectively manage the change in policies and procedures, new or changing accountabilities, and the utilization of new technologies to ensure that the momentum does not stop after implementation and flourishes as something that the team puts their stock in. Change Management can be a bit abstract at times, but especially with data and technology - is critical.
