In a typical agile set up - as a good practice 1) PO (Product Owner) should be able to prioritize and clear the conflicting stuff between dev and QA 2) Scrum master - see that there no impediments to the newer priorities 3) Come up with a Defect management board - comprising of dev leads,QA leads etc..and make sure you hear all the issues, challenges from everyone...few things many have to go from dev,QA to product management groups/management groups (tech director's,manager's) responsibility to set the right priorities to dev and QA. Again - right communication is very important at all levels..also a congenial environment to hear the voices from dev,QA would help..
