This study looked at differences in how community members assessed use-of-force incidents compared to how incidents are assessed under the law. They were particularly interest to see if community members considered factors outside of those specified by the Tennessee v. Garner, Graham v. Conner, and Scott v. Harris Supreme Court rulings which legally constrain police officers’ uses of force. A survey was sent to 1200 U.S. adults. Each survey contained a single set of case facts in story form that the participants made judgments about. Different participants got different versions of the survey that were designed to parse out whether they were making judgments based upon the legal standards or extra legal information (the community standards mentioned above). Half of the stories featured legally justified (reasonable) uses of force and half were unreasonable. The results: Slightly more than half of the participants who received the legally reasonable stories actually thought they were reasonable, and slightly more than half who got the unreasonable use-of-force stories thought they were unreasonable. As time, terrain, and threat variables grow, complexity degrades the efficiency of responding elements without appropriate control measures. Identifying key tasks for tactical elements/non-tactical enablers and converting raw information into credible intelligence allows element leaders to focus on forward momentum, i.e., directing operational resources to “What’s Important Now” within the crisis site/crisis area. The session will emphasize situational awareness through real-time reporting and current best practices such as Team Awareness Kit (TAK) integration. The NCIER team was also in the Flagstaff, AZ this past week for an ASIM-Advanced course. THANK YOU to City of Flagstaff Government (Office of Emergency Management) for being such a fantastic host!! Across the US, several states have implemented statewide programs to deliver ALERRT training to first responders. Several of these programs will be represented by officials who are responsible for their state's ALERRT program.
