🌐 Breaking News: A Milestone in AI Governance 🌐 The Council of Europe has just unveiled a groundbreaking treaty: The Framework Convention on Artificial Intelligence, Human Rights, Democracy, and the Rule of Law. This pioneering international agreement sets the stage for a future where artificial intelligence (AI) respects human rights, champions democracy, and upholds the rule of law. 🤔 Amid intense negotiations, a contentious "à la carte" approach was adopted. Critics argue this flexibility could undermine the treaty's effectiveness, allowing nations to selectively apply its obligations, especially regarding private actors and national security. This has sparked debate on whether such a model can truly ensure AI's impact on society is both positive and accountable. 🌍 This is more than just an agreement; it's a global call to action to confront the ethical challenges of AI. While offering nations the ability to tailor their commitments, the treaty also poses questions about consistency and commitment in AI governance across borders. 💡 The treaty’s negotiation process and its adaptable framework reflect the complex dynamics of international cooperation on technology. As we navigate this uncharted territory, the true test will be its implementation and the collective will to uphold these high standards. 🔍 As we stand on the brink of a new era, the key question remains: How will this treaty influence the global landscape of AI governance? Will the flexibility it offers lead to meaningful engagement, or will it allow for loopholes that dilute its impact? 💬 Let's discuss! How do you perceive the balance between flexibility and accountability in this treaty affecting AI's ethical development and governance globally? Share your thoughts on navigating these challenges in the pursuit of aligning technology with human values. #AIethics #DigitalGovernance #HumanRights #Democracy #RuleOfLaw #Innovation #GlobalTreaty #CouncilOfEurope

🌟 The European parliament passed the AI Act 🌟 Following intense lobbying from the tech industry and comprehensive negotiations among EU lawmakers, parliament passed the AI Act! It introduces a tiered regulatory framework, emphasizing a risk-based approach to the application of AI, and sets a path for gradual implementation with various deadlines depending on the perceived risk level of the AI application. Key Takeaways: 🦄 Passage and Implementation: The AI Act was passed with a vote of 523-46, signaling a major milestone in AI regulation. It is set for final linguistic approval and will come into effect 21 days after publication in the Official Journal, with a phased implementation timeline culminating in full enforcement by 2026. 🦄 Prohibited and High-Risk AI Systems: The Act identifies certain AI uses as unacceptable, including manipulative practices, exploitation of vulnerabilities, and unsanctioned biometric categorization, all to be prohibited by the end of 2024. High-risk applications, like those in critical infrastructure, will face stricter regulations. 🦄 Severe Penalties for Non-Compliance: Entities failing to comply with the Act's provisions, especially regarding prohibited systems, could face fines up to €35 million or 7% of global turnover. 🦄 Tiered Regulatory Approach: Reflecting the diversity of AI applications and their associated risks, the Act employs a tiered approach to regulation, ranging from minimal to strict oversight based on the technology's potential impact. 🦄 Negotiated Compromises: The Act's final form is the result of significant negotiation and compromise among EU institutions, highlighting efforts to regulate AI as little as possible but as much as needed, according to Commissioner Thierry Breton. 🦄 Prior Authorization for Biometric Identification: A notable aspect of the negotiations was the regulation of real-time biometric identification by law enforcement, requiring prior authorization under specific conditions. 🦄 Complementary Human Rights Protections: Alongside the AI Act, discussions for an AI Convention are underway at the Council of Europe, focusing on safeguarding human rights, democracy, and the rule of law in the context of AI development and use. #euaiact #europeanparliament #airegulation

The proposed class action lawsuit against #nvidia, filed by authors Brian Keene, Abdi Nazemian, and Stewart O'Nan, was initiated on Friday, March 8th, accusing the chipmaker of utilizing their copyrighted books without permission to train its NeMo AI platform. Specifically, the lawsuit, which seeks damages for U.S. individuals whose copyrighted works have been used to train NeMo's large language models over the past three years, claims that Nvidia's removal of a dataset containing about 196,640 books for NeMo training—acknowledges copyright infringement. This legal action places Nvidia among other companies, such as OpenAI and Microsoft, that are navigating litigation over the deployment of copyrighted content in AI development. #ailaw #copyrightinfringement
