Altria Group Distribution Company implemented a retailer incentive program in 2019 to further encourage responsible retailing through age validation technology at the point of purchase. To participate in the incentive program, retailers must implement a technological solution that prompts an electronic scan of a consumer’s government-issued identification (e.g., driver’s license) to purchase any tobacco product. Paige Magness, our Senior Vice President of Regulatory Affairs, was invited to respond to the U.S. FDA’s Center for Tobacco Products Director, Brian King’s remarks at the Global Tobacco Nicotine Forum as part of the FDA Reactor Panel. During her remarks, Paige discussed how the U.S.’s dysfunctional regulatory system has created three markets: - a minimal number of authorized products; - a group of products with premarket tobacco product applications that are in a state of uncertainty, awaiting authorization; and - a large illicit marketplace. She concluded by stating the regulatory system needs a dual strategy to expand the legal regulated market through product authorizations and shrink the illicit market through enforcement. They must go hand in hand, or we’ll continue to see the consumer moving more rapidly than the legal market can keep up. #GTNF
