In addition to examining the intersection of housing and the criminal legal system in Washington D.C., our comprehensive landscape analysis extended to Baltimore City, conducted in collaboration with Enterprise Community Partners and with the invaluable support of the city's housing and reentry leaders. . Our in-depth assessment aimed to broaden insights into the housing needs of individuals with justice involvement and the existing provider infrastructure and policy initiatives. Through interviews with key stakeholders, including nonprofits, public agencies, service providers, advocates, policy experts, and individuals with lived experience, we uncovered a multifaceted landscape with less collaborative and fair housing infrastructure focused on housing for individuals with justice system contact. . The profiled providers shared critical lessons and recommendations, emphasizing the significance of lived experience in leadership, advocacy for fair housing funding, trauma-informed approaches, strategic partnerships, diverse housing models, the strengthening of fair housing infrastructure, and creative funding strategies. As we present these key insights, we encourage you to delve into the report, offering a nuanced understanding of Baltimore City's dynamic housing landscape and supports for individuals and communities impacted by the legal system. . Beyond housing, our analysis underscores the interconnected challenges individuals face, such as housing instability, underemployment, unemployment, unmet mental health needs, and histories of trauma. Moreover, we acknowledge the broader societal factors contributing to higher arrest rates, conviction rates, and more severe sentences in communities marked by high poverty rates, structural barriers, racism, exclusion, adverse childhood events, involvement in systems like child welfare, experiences of trauma and violence, substance use disorder, mental health challenges, lower educational attainment, disability, and household instability. . It is crucial to thoroughly understand the impact of these factors, as well as to adopt a comprehensive, intersectional approach to address them. If there is an issue that requires a cross-sector and interdisciplinary perspective, it is the intersection of housing and criminal legal reform. We were honored to have been selected to conduct a landscape assessment of the intersection of housing and the criminal legal system in the District of Columbia on behalf of Enterprise Community Partners. Arcstratta believes firmly in examining the intersection of systems, which often reveal the cost of siloed disciplines and program interventions. . In collaboration with leaders in the reentry and housing space, the landscape assessment examined the latest research, needs, policies, best practices, resources, innovative programs and services, and collaborative efforts to close gaps in the housing of individuals with justice system contact. . The intersectionality and disproportionality of homelessness among Black/African Americans in the city with justice system contact is clear, as well as the limited resources for the complex and urgent housing and other needs of individuals with justice system contact. . The report maps existing systems, policies, and resources; provides a cross-case study analysis of four reentry providers in DC and Baltimore City; and recommendations to housing providers. . We must be reminded that all human beings need housing and should not have to remain unhoused. In addressing this intersection, we acknowledge that it is not just a housing issue; it's a societal imperative. Woods, Ph.D., had the opportunity to serve as judges at Booz Allen's 2023 Equity in Government Service Hackathon — an event that illuminated the power of data and collaborative problem-solving to transform government services. The Hackathon was hosted at the Booz Allen Hamilton Helix Center for Innovation, alongside other experts from Urban Footprint and the Environmental Policy Innovation Center.🚀 Over 70 passionate hackers from Booz Allen, and local university students came together to ideate and innovate solutions addressing inequity challenges in our nation. Meet Arcstratta’s founders, Marjorie Nemes-Galarza, MSc, Co-Founder & Managing Partner, and LaKeesha N. Woods, Ph.D., Co-Founder & Principal - leaders with a combined 40+ years of experience in social justice, public health, and community and economic development, who met a decade and half ago and have since been dreaming of starting a research and consulting firm. Marjorie, a dynamic leader & dedicated advocate for addressing social, health, and economic inequities, has integrated her cross-cultural expertise in research/evaluation, organizational growth and operations, and community and economic development toward meaningful change. Prior to co-founding Arcstratta, she served as the Interim CEO of a minority-focused Community Development Financial Institution (CDFI). Marjorie's impressive track record includes successfully securing and managing contracts, skillfully overseeing organizational growth, and bringing innovative social programming initiatives to life. The roots of her commitment to social and economic justice run deep, drawing inspiration from a fusion of personal and professional experiences. Marjorie holds an M.Sc. in Cross-Cultural Psychology from Brunel University in London, complemented by a Bachelor of Arts in Psychology from the University of Maryland. Her academic and expert insights converge to drive transformative efforts for Arcstratta's clients. LaKeesha serves as a multifaceted force at Arcstratta, contributing her research, evaluation, and intervention skills to strengthen community development, health, and social equity. Prior to co-founding Arcstratta, she provided strategic and operational leadership, overseeing a spectrum of projects funded by federal agencies, nonprofit entities, and foundations. LaKeesha is a licensed psychologist, with extensive expertise that spans youth and family development, the implementation of culturally responsive preventive interventions for underserved communities, and a deep understanding of juvenile and criminal justice issues. Notably, she excels in translating research and evaluation findings into effective practices. LaKeesha holds a B.S. in Psychology from Howard University and a Ph.D. in Clinical Psychology from the University of Virginia. Her unwavering commitment extends to addressing disparities within healthcare, justice, and education systems, showcasing a holistic approach to her impactful contributions.
