How does 🇨🇳 feel about the 🇺🇸 election? Me & Lizzi C. Lee argue in a new Asia Society #ASPIBallotBox compendium that Chinese strategy will not change much under Harris or Trump. There are differences, of course.. Chinese leaders see both Trump’s "America First" mantra and the Biden-Harris administration’s "foreign policy for the middle class" as different versions of the broader US shift from promoting economic globalization to prioritizing strategic competition with China. Beijing will keep focus on: 1) Turbocharging technological innovation, advanced manufacturing, and scientific research to reduce U.S. leverage by building autonomous supply chains and dominating future industries. 2) Shaping a favorable external environment by elevating diplomacy with the Global South, gaining influence in global governance institutions, and maintaining stable ties with the West. 3) Advancing China’s territorial claims and security ambitions through aggressive gray zone activities while being careful to avoid a major military confrontation with the United States. If Harris wins: Much continuity with Biden, including on leader diplomacy, bilateral guardrails, economic competition, and allies-and-partners approach. Stability may be better for Xi in short term but more cohesive China-skeptic groupings more challenging in longer term. If Trump wins: Focus on trade deficit and more rapid and unilateral action on economic competition will make Xi's life harder in near term. But could see more friction with allies and partners that makes cooperation on China more difficult and provides openings for Beijing. Much more in the full piece in the comments below:
