Last week I had the incredible opportunity to meet and workshop ideas on the ‘role of regulation’ and a supporting ‘data systems framework’ for water and sanitation services in Lagos with leaders from the Ministry of Water and Environment Resources, Lagos State Wastewater Management Office, Lagos State Water Regulatory Commision and Lagos Water Corporation as part of the USAID LUWASH investment. The candour was refreshing and the energy infectious! Special thanks to Ms Funke Adepoju, Mr.Adefemi Afolabi, Eng Titilola Bright -Oridami and Mr. Babatunde Akinwunmi and their teams for their valuable inputs. In Lagos, where over 96% of water supply and sanitation services are provided by the private sector, the role of a regulator is crucial to ensure safe, equitable, and reliable access for all. Unlike centralized utility-led systems, a highly fragmented market presents unique challenges, requiring an adaptive regulatory approach. In Lagos, the regulator’s role goes beyond oversight, with a focus on empowering and formalizing small, private providers while protecting consumers. Key to this is setting enforceable quality standards, as water quality and safety vary significantly among private providers. Regulatory support for transparent pricing, billing is critical to help safeguard consumer rights while promoting competition. Licensing and training programs can further support small providers in improving service reliability. When combined with streamlined licensing processes, these initiatives can gradually bring informal providers into a more organized framework, creating room for market stability and growth. Funke Adepoju the Executive Secretary of the Regulatory Commission has made positive strides in this direction, and we are excited to work closely with Funke and her team at the regulatory commission alongside incredible colleagues like James Racicot, Elisha Soni, Jurbe Godep, Ph.D., Jojolola F. and Abidemi Ogungbe within the USAID LUWASH program to help build practical data systems to support the Regulatory Commission with its goals on customer protection and private sector development. Athena Infonomics recently conducted a learning workshop focused on our project on Clean Air, which aims to address one of India's most pressing #environmental and #publichealth challenges. With air pollution affecting millions of lives across urban and rural areas, collaborative learning and knowledge sharing among clean air organizations is crucial. The workshop unveiled the blueprint of our new learning platform, developed in collaboration with our clean air grantees who work on various aspects of air quality improvement - from #policy advocacy to technical solutions. The session brought together partners to review platform features and functionality, designed based on earlier one-on-one consultations. The platform aims to facilitate knowledge sharing, best practices, and collective learning among grantees working towards cleaner air for all. Final feedback from the workshop will inform the platform's launch, ensuring it meets all stakeholder needs and effectively supports their mission to combat air pollution. Our recent journey to Lagos was all about advancing sustainable water and sanitation! From collaborating with the Lagos State Waste Water Management Office on fecal sludge management plans to aligning WASH priorities with the Ministry of Environment and Water Resources, we worked together to strengthen frameworks and improve infrastructure. USAID LUWASH’s workshop helped us define KPIs, clarify roles, and support data-driven regulation—bridging public and private sectors for lasting impact. What a rewarding week it has been leading the development of the #FSM Plan for #Lagos, Nigeria—the largest city in Africa! With a diverse range of stakeholders, including the Ministry of Environment and Water Resources, an independent regulator, water and wastewater utilities, and private service provider associations, the Metropolis is uniquely positioned. As a coastal city grappling with the escalating impacts of climate change, this FSM Planning initiative is a critical step towards delivering safe, inclusive services and ensuring water security.
