    Jericho Disruptive Innovation (JDI) continues to develop prototype capabilities for Head of Air Force Capability (HAC) to demonstrate options to solve gaps, risk and issues and take opportunities. A part of this remit includes the testing of developmental systems in a safe and risk managed way, and in this context JDI has raised Project ‘CAMEL TRAIN’. Improving the Australian Defence Force’s ability to operate from Australia’s northern approaches is a key priority outlined by the National Defence Strategy (NDS) for the future integrated force and this will be the primary focus for CAMEL TRAIN. The logistics supply chain within Australia’s northern approaches needs fundamental modernisation and novel solutions to meet the strategic objective of responding with credible military force. A resilient and robust logistics supply chain management system is required to enable commanders to fight, sustain and win in Australia’s northern approaches. CAMEL TRAIN will deliver a suite of air vehicles integrated into an autonomous Air Logistics Support (ALS) system. The CAMEL TRAIN system will strengthen the supply chain and offer a solution for rapid resupply of smaller stores to meet unforeseen urgent demands. The ability to rapidly resupply spokes from a logistic hub without straining personnel or larger airframes would significantly enhance the capacity and efficiency of the existing air logistics system. CAMEL TRAIN will eventually encompass a family of vehicles, ranging from short distance (50km) rotor variants capable of precision delivery up to 50kg, to longer range (1000km) fixed wing variants capable of transporting 1000kg. Larger variants will allow for optional crewing. Support at sea as well as land is planned, with at least some variants to be able to support maritime units by air drop or amphibious landings in waters up to Sea State 2. The system is to have a proven detect and avoid (DAA) function for flight control to operate in Class G airspace due to the prevalence of multiple users in that class of airspace. It is also recognised that using a type certified airframe for initial testing mayspeed introduction into active service. CAMEL TRAIN will be implemented in phases. This Request for Proposal (RFP) will define the scope of development services required for Phase 1 and will underpin subsequent procurement stages.     WASHINGTON, July 29 (Reuters) - SpaceX is in talks with U.S. and Australian officials to land and recover one of its Starship rockets off Australia's coast, a possible first step toward a bigger presence for Elon Musk's company in the region as the two countries bolster security ties, according to three people familiar with the plans. Since a Starship rocket made a controlled splashdown for the first time in June in the Indian Ocean, SpaceX has been eager to expand its testing campaign. Successful landings and recovery of the boosters afterward are important elements of the speedy development of the giant and reusable rocket designed to launch satellites to orbit and land astronauts on the moon. The plan would be to launch Starship from a SpaceX facility in Texas, land it in the sea off Australia's coast and recover it on Australian territory. Getting permission to do so would require loosening U.S. export controls on sophisticated space technologies bound for Australia, according to the sources, who spoke on condition of anonymity.     Many of the strategic benefits for regional deterrence kick in from 2027, when five nuclear-powered submarines, with joint Australian, British and US crews, begin routine operations from Australia to boost training, Monday's report said. By the middle of the next decade, AUKUS partners will have doubled the number of forward-deployed allied nuclear submarines that could operate in the first 10 days of a western Pacific crisis, it added. The submarines based in Australia would reach a conflict theatre faster than those in Hawaii or San Diego, and are beyond Chinese missile range, unlike US bases in Guam or Japan, it said. https://lnkd.in/gS9dGqMU

    The US Navy is standing up a new maritime industrial base program office and has tapped one of its career civil servants to take the helm. Jay Stefany, who previously performed the duties of the assistant secretary of the Navy for research, development and acquisition (RDA), will lead the office as a direct reporting program manager, according to a Friday Navy news release. “Building on the progress and achievements of the Submarine Industrial Base (SIB) and Surface Combatant Industrial Base (SCIB) programs, DPRM-MIB creates a cohesive organization focused on the health of the maritime industrial base centered on construction and sustainment,” the Navy said in the release. Stefany will lead the new office as of Aug. 1 and relocate to the Washington Navy Yard, according to a June 3 memo, obtained by USNI News, that details the new office’s establishment. Both surface and submarine shipbuilding and sustainment will fall under the office’s purview. “While this is not a formal Acquisition Category program, the size and scope of the program require it to be treated like a major acquisition category (ACAT 1) program,” reads the memo. “To that end, the program manager will be a fully acquisition certified executive dedicated full-time to this mission.     The Australian federal government has signed a $2.2 billion, four-year deal with the national submarine builder ASC to ensure the navy's existing Collins submarines are still functioning into the 2030s. The contract is part of a broader $4 to $5 billion spend on ensuring the serviceability of the Collins submarines, after half of the fleet was found to have significant corrosion damage earlier this year. HMAS Sheehan, HMAS Farncomb and HMAS Rankin have all been ruled out of action for the rest of 2024, meaning the navy has only three submarines at its disposal. https://lnkd.in/gT-wZgWp

    The Russian and Chinese bombers all took off from a Russian air base, a development first reported by Air & Space Forces Magazine and confirmed by a second U.S. official. Norad, a joint U.S. and Canadian command that protects against air threats to North America, said the Russian and Chinese planes didn’t enter U.S. or Canadian airspace and weren’t seen as a military threat. The U.S. closely monitored and intercepted the aircraft, Austin said. The Russian and Chinese planes were intercepted by U. S.     Drawing a sharp contrast to the boosterism or appeals to patriotism usually seen from government and defence figures when the ambitious nature of AUKUS is questioned, Vice Admiral Mead acknowledged the project may not go smoothly. However, he said long lead times – for example 14 years to build the first submarine – and a budget contingency of 50 per cent in the $368 billion AUKUS price tag to cover cost overruns gave him comfort. “We have to be prepared for setbacks. We have to be prepared for contingency plans,” he said. “We think we’ve made a good balance on achievable dates targets.     As part of the #AUKUS National Workshop Series, AUKUS Forum CEO, Michael Sharpe met on-site with the team at Opie Manufacturing Group Originally started in 1962, Opie Manufacturing is still under the control of its original family owners and runs a state of the art 8000m2 manufacturing and metal processing facility in Western Sydney. Led by Tristan Opie, the company has had significant investment in new equipment and infrastructure to provide services across a range of industries.     The Australian Government has shelved plans to develop the $800m-plus Ghost Bat drone as a lethal weapon after the company designing the aircraft was struck out of a US government program to supply 1000 autonomous combat jets to operate with manned fighters. The Boeing Australia uncrewed aircraft was seen as the nation’s best hope for a sophisticated “killer drone”, but senior government sources said it would now be designed as an intelligence, surveillance and reconnaissance (ISR) platform. It’s understood the government had anticipated Boeing would miss out on entry to the US Collaborative Combat Aircraft program, and decided with the company to pivot to a different primary mission. https://lnkd.in/gcqwx6qX
