    Position Title: Finance and Operations Director Location: Bamako, Mali Job Description: B360™ is seeking an experienced and detail-oriented Operations and Finance Manager to lead the financial and operational management of a Mali WASH Activity. The Finance and Operations Director will oversee the day-to-day operations, including finance, administration, logistics, procurement, and grants management. They will ensure that all project activities comply with USAID standards and B360™’s policies. This position reports directly to the Chief of Party. Key Responsibilities: 1. Support in overseeing technical, operational, and management aspects of the project, ensuring all activities comply with USAID and B360™ regulations. 2. Ensure efficient administration of the project, including managing finance, procurement, and operational responsibilities. 3. Lead and manage a team of professionals in operational and support roles, providing oversight, supervision, and guidance to ensure seamless project execution. 4. Monitor project budgets, expenditures, and financial forecasts to ensure compliance with USAID regulations and local laws, while identifying and mitigating financial risks. 5. Assist in managing staffing operations and maintaining a clear organizational structure with defined roles, responsibilities, and reporting lines. 6. Ensure all financial, administrative, and procurement activities comply with USAID regulations, local laws, and B360™’s policies, preparing reports as required. Qualifications: Education: Bachelor’s degree in business administration, economics, accounting, international development, or a related field. Experience: 1. Minimum of 10 years supervising day-to-day project operations and staff, including finance, administration, logistics, procurement, and human resources, ensuring compliance with donor-funded project regulations. 2. Previous experience managing USAID-funded projects, with a strong background in infrastructure-related activities. Skills: 1. Proven ability to manage complex operational functions and oversee multidisciplinary teams. 2. Strong communication and interpersonal skills, with the ability to engage productively with various stakeholders. 3. Lead technical assistance and capacity-building efforts with key water and sanitation institutions. 2. Identify capacity-building needs to improve operations, maintenance, asset management, and cost recovery. 3. Strengthen regulatory frameworks, national strategic planning, and policy reforms in the water and sanitation sectors. 4. Promote innovative and gender-sensitive water and sanitation technologies to meet area-wide sanitation goals. 5. Oversee monitoring, evaluation, and learning activities to ensure project success. 6. Manage team performance, reporting, and subcontractor coordination to meet USAID project requirements. 7. Foster professional relationships with stakeholders for smooth project implementation.
