About us

In 2006, BSI formed Specialized Contract Administrators (SCA), a third party administrator, to broaden their client service offerings. SCA services include hourly contribution benefit plans, bill reconciliation, claims payment, enrollment, hour banking, compliance, COBRA, workers' compensation, Bona Fide Trust Administration and HRA plan administration.

    The new SCA Fringe rates have been released. This is great news; this is a significant increase of approximately 8%. This will allow some groups to continue with Major medical for one more year and allow others to improve their current offerings. Beau@bsicompanies.com The Department of Labor announced the 2024 rate for Service Contract Act prevailing health and welfare benefits through All Agency Memorandum 246, effective July 2, 2024.  Please find the following increased fringe benefit updates for SCA-covered contracts, as announced in the Memorandum: • $5.36 per hour (increased from $4.98) • $4.93 per hour for EO 13706 (increased from $4.57) • $2.36 per hour for Hawaii Prepaid Healthcare Act (HPHCA) employees • $1.93 per hour for Hawaii Prepaid Healthcare Act (HPHCA) employees performing EO 13706 contracts.
