About us

The Bureau of Safety and Environmental Enforcement (BSEE) works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement. BSEE is the U.S. offshore oil, natural gas, and renewable energy regulator. The bureau was formally established on October 1, 2011 as part of a major reorganization of the Department of the Interior's offshore regulatory structure. Key functions include: - An offshore regulatory program that develops standards and regulations and emphasizes a culture of safety in all offshore activities; - Oil spill response preparation including review of industry Oil Spill Response Plans to ensure compliance with regulatory requirements; -Environmental enforcement with a focus on compliance by operators with all applicable environmental regulations, as well as ensuring that operators adhere to the stipulations of their approved leases, plans and permits; - And funding scientific research to enhance the information and technology needed to build and sustain the organizational, technical and intellectual capacity within and across BSEE’s key functions that keeps pace with industry technological improvements, innovates regulation and enforcement and reduces risk through systematic assessment and regulatory and enforcement actions in order to better carry out the BSEE mission. The bureau maintains regional offices in Anchorage, Alaska, Camarillo, Calif., and New Orleans, La., with additional district offices along the Gulf of Mexico coast.   • Today marks 23 years since a terrorist group sought to undermine our nation’s confidence and security. They carried out tragic and horrible attacks on our country that resulted in the loss of thousands of lives. While their motive was to strike fear, it instead galvanized our nation. It created a renewed sense of strength, determination and patriotism, the likes of which had not been felt since World War II.   As a nation, we faced this tragedy, and together we vowed to #neverforget

  • We’re excited to share that necessary repairs are complete in preparation for the Matagorda Island orphan decommissioning project occurring in the Gulf of Mexico region. Workers can now safely access the facilities for the crucial well plugging work that is currently in progress. Navigational lights in the area were also replaced, enhancing safety for mariners and reducing risks offshore. Work in the Matagorda Island area further demonstrates BSEE's continued commitment to enhancing safety and promoting environmental sustainability offshore.   • BSEE’s National Oil Spill Response Research & Renewable Energy Test Facility, known as Ohmsett, provides independent and objective performance testing of full-scale oil spill response equipment and marine renewable energy systems and helps improve technologies through collaborative research and development. Ohmsett's above-ground concrete test tank is one of the largest in North America, measuring 203 meters long by 20 meters wide by 2.4 meters deep and filled with 10 million liters of saltwater. Government agencies, academia, public and private companies use Ohmsett as a research center to test oil spill containment/clean-up equipment and techniques, to test new designs in response equipment, to conduct training with actual oil spill response technologies, and to explore the capabilities of wave energy devices in a near real-world open ocean environment, ensuring comprehensive stewardship.
