The California Budget & Policy Center (Budget Center) is a nonpartisan, research and analysis nonprofit committed to advancing public policies that improve the lives of Californians who are denied opportunities to share in the state’s wealth and deserve the dignity and support to lead thriving lives in our communities. We highlight inequities in our state — specifically in budget choices and public policies affecting low and middle income households, women, immigrants, American Indians, Asian, Black, Latinx, and Pacific Islander Californians, as well as other Californians of color, people with disabilities, and LGBTQ+ Californians — and identify policy pathways that expand economic opportunities and promote well-being for all Californians. The Budget Center is leading the way forward on the policy and budget paths needed now and in the years to come for Californians, and is a trusted source for policymakers, advocates, community and philanthropic leaders, and the media navigating California’s most pressing issues. Unemployment Insurance (UI) is a critical support for California workers and the economy. UI benefits helped millions of California workers and their families during the worst days of the pandemic and remain essential for those who lose their jobs, even during periods of economic growth like today. However, California’s UI benefits are too low and exclude too many workers. Benefits have not been raised in nearly two decades and are lower than in neighboring states, despite California’s high cost of living. Additionally, more than 1 million undocumented workers and other groups are completely shut out of UI benefits. Women in California continue to experience significant gender disparities, particularly in employment, earnings, and political representation, with women of color facing the most severe inequalities. While women have achieved some progress over time in certain areas, some women’s issues have worsened over time. State leaders need to address the persistent regional disparities in well-being, particularly in rural and underserved areas, to ensure equitable access to resources and opportunities for all women. NEW: California's Poverty Rate Soared to Alarmingly High Levels in 2023 California's poverty rate remains the highest in the nation at 18.9%. This means that approximately 7.3 million residents are struggling to make ends meet. The pandemic proved that federal and state leaders have the tools to significantly reduce poverty. For example, bold investments in the Child Tax Credit and other anti-poverty policies helped achieve a historic drop in poverty. New data from the state of California reveals that crime rates remain significantly lower than the peaks seen in the 1980s and 1990s. It is clear that there is no need to resurrect the ineffective policies of the past, which were centered on incarceration. These outdated approaches have proven to be counterproductive and have not addressed the underlying issues. It is imperative to adopt more progressive strategies that focus on rehabilitation and addressing the root causes of crime.
