CSAC Mission To serve California counties by: developing and equipping county leaders to better serve their communities; effectively advocating and partnering with state and federal governments for appropriate policies, laws and funding; and communicating the value of the critical work being accomplished by county government.

  • CSAC President & #SanLuisObispoCounty Supervisor Bruce Gibson on his visit to #RiversideCounty. Always highly educational talking with Supervisor Chuck Washington and County CEO Jeff Van Wagenen! It is fascinating to see how the county is collecting data and using it to further tell the County Story and make informed decisions. Homelessness was also a vital topic of discussion, as well as a new childcare center. #CACounties #SanLuisObispoCounty

  • CSAC on the road! We had a whirlwind road trip to three counties in three days. What a thrill it was to visit #AlpineCounty! Supervisor Terry Woodrow taught us about the county’s rich history. Plus we learned about local issues hitting the smallest county in California - #workforce, #housing, #broadband, & more. Then CSAC drove to the County of Inyo where we met up with our 1st Vice President Supervisor Jeff Griffiths. Supervisor Jeff Griffiths toured us across his county to record a video that will be unveiled at our upcoming Annual Meeting. While being treated to amazing scenery, we’re learned about local history and complex issues impacting his communities! Finally we ended in beautiful #RiversideCounty. We linked up with CSAC President & #SanLuisObispoCounty Supervisor Bruce Gibson to meet with #RiversideCounty Supervisor Chuck Washington and Riverside County CEO Jeff Van Wagenen to discuss exciting topics like data collecting and sharing to further tell the County Story, #homelessness, and a new childcare center. #cacounties

    One of CSAC's primary purposes is to educate the public about the value of county programs and services. I had the honor to speak at the joint NCCAE-NACo's Knowledge Management Forum. The forum brings together representatives from state associations and NACo for strategic discussions on shared policy priorities, with a focus on emerging county issues, such as economic development, housing, and tax reform. I spoke about politics, advocacy, and messaging strategies for promoting county leadership in politically sensitive areas when the county role is ambiguous and varied, using the issue of homelessness as a case study. It is always valuable to have these discussions on vital issues impacting local governments. California Counties lead!

    Congratulations to the 27 Mariposa County staff members who were awarded their Executive Credential from the California State Association of Counties® (CSAC) at the Board of Supervisors meeting on August 13, 2024!   - Kim Ballard - Danielle Bondshu - Kati Coggin - Steve Engfer - Raider Fowler - Ben Goger - Saundra Gonzales - Jeanne Haegele - Josh Keheley - Jeff Kreis - Catherine Lopez - John Luthey Jr. - Rebecca Maietto - Christy McCarthy - Maureen McCormick - Jessica Mimnaugh - Benjamin Ogren - Kevin Packard - Randy Ridenhour - Anthony Rios - Jillian Rodriguez, MSW, ASW - Lynn Rumfelt - Chris Sarmiento - Sylena Schendel - Carla Shelton - Carol Suggs - Lexie Verdugo   These staff members earned their credential by participating in over 50 hours of instruction emphasizing the leadership and policy competencies necessary to be an effective county leader.    According to CSAC, each course in the program was designed to help participants:  - Ask better questions to get the information to understand issues and make better decisions.  - Give better answers to questions and to more clearly interpret county and policy issues to constituents, the community, and employees.  - Expand capacity of individuals, the workforce. and the community to be able to do ordinary things extraordinarily well.  - Strengthen leadership practices and knowledge capacity throughout the county organization.   After certificates were received during the Board meeting, comments were shared about the program.    Clerk of the Board Danielle Bondshu offered her appreciation by saying, "I want to thank CSAC as well as admin staff and the Board for supporting the team to take these courses. I will say as a new department head, they were incredibly helpful, and I learned a lot that I can apply every single day.”   Assistant CAO Leigh Westerlund added that numerous staff members who didn't receive the full credential were still able to participate in some of the courses, and they were really beneficial. She also recognized how nice it was to be able to take the classes here locally in Mariposa and thanked the board for the opportunity.    Supervisor Rosemarie Smallcombe concluded by thanking staff members for their participation and stating, “We talk a lot about professional development from this dais and about how much we value our employees…and how much we want to support them as they grow in their professional lives, and this is a major step towards that level of support to which we're committed."   Congratulations once again to all the staff members who attended classes and to those who earned a certificate. We appreciate your efforts and hope you truly benefited from the program!   And finally, we want to thank Lynn Mattos for her tireless efforts in coordinating classes for the past six months.   • Yesterday CSAC President Bruce Gibson joined County of Yolo Supervisors Oscar Villegas and Lucas Frerichs to tour the Yolo County Central Landfill, a leader in SB 1383 implementation. This facility processes 52,000+ tons of organic waste annually through innovative composting! The Yolo County Landfill’s anaerobic and aerobic composting work is setting the standard for sustainable waste management. Great to see such impactful steps towards a greener future! After the landfill tour, the group visited the Yolo County Health and Human Services Agency to learn about its Crisis Now 2.0 Program, which is closing gaps in crisis care and improving mental health access for the community. Thank you, Supervisors Villegas and Frerichs, and the dedicated Yolo County staff for hosting us on this insightful tour!

We need a catalyst who can amplify our message and mission through compelling digital and printed content, helping us serve our members and educate the public about the vital work counties perform.   Ideal candidates have a knack for creating engaging social media content, intermediate skills in shooting and editing photos and videos, and a working knowledge of website and graphics tools. They possess a passion for local government, strong organizational skills to manage multiple projects, and the ability to translate complex policy issues into relatable content. Additionally, they stay abreast of emerging trends, adapt quickly to changing priorities, and are willing to travel for events and meetings.
