Centrally located in Cumberland County, the Borough of Carlisle, established in 1751, is one of Pennsylvania’s most treasured historic communities.     We had a scary good time at the Carlisle Halloween Parade this week!  Several staff members and their families participated in the parade, driving the parking buggy, operating the street sweeper, and handing out candy! This year, almost 100 participants marched in the parade. Thank you to our Parks and Recreation Department for putting together a wonderful event!

    Moody's Ratings recently assigned an Aa1 rating to the Borough of Carlisle. An Aa1 rating is the second highest rating given by Moody’s, indicating high-quality bonds that are subject to very low risk. The Aa1 rating allows us to refinance debt and borrow additional funds at favorably low interest rates to advance and answer the evolving needs of our community. We recently secured a 3.87% interest rate on a $5,595,000 bond series, with the majority financing vital water infrastructure improvements.

    It’s the second week of #PedestrianSafetyMonth and today we’re spotlighting 2024 MIPS cohort member Mayor Sean Shultz of the Borough Of Carlisle, PA!     Mayor Shultz shared about the importance of comprehensive and inclusive outreach and strategies to ensure that voices from vulnerable communities are included in the planning process. Additionally, Mayor Shultz emphasized the importance of having a strong strategic plan. “We passed a strategic plan that focused on our residents' quality of life, and everything flows from that,” Said Mayor Shultz. Carlisle’s strategic plan set the stage for the passage of their Vision Zero resolution that commits the Borough to eliminating traffic fatalities and injuries. “Once you get that strategy in place, then you can begin tackling [larger issues].”   Watch Mayor Shultz’s full interview here: https://lnkd.in/gkKmzD_e.     We were proud to participate in the 3rd Annual Central PA HBCU College & Workforce Fair last week! The fair was held at Allison Hall on the Dickinson College campus. During the event, high school students had the opportunity to meet with representatives from historically Black colleges and universities around the country. Representatives from various employers, including the Borough, Capital Region Water, and the Pennsylvania Department of General Services, were also present to discuss potential career paths. We spoke with students about working in local government, highlighting positions that don't necessarily require a college degree, such as water and wastewater treatment plant operators. Additionally, students at the event could attend sessions on topics like financial aid, Greek life, and Adulting 101.

    We are pleased to announce that Carlisle Borough has been recognized as the 64th Bird Town Pennsylvania Community! We are the fourth municipality in Cumberland County, PA to achieve this distinction, joining the Borough of Mechanicsburg, South Middleton Township, and Upper Allen Township. Bird Town Pennsylvania works with local municipalities and like-minded organizations to promote community-based conservation actions to create a healthier, more sustainable environment for birds, wildlife, and people. To be recognized as a Bird Town, Borough Council passed a resolution committing to ecological initiatives that provide a healthier environment for the people and birds of Carlisle. A Bird Town Committee was also formed, led by Carlisle Parks and Recreation Director Andrea Crouse, and consisting of Borough staff members and community volunteers. The committee submitted the Bird Town application and will work to carry out the program’s goals. The Bird Town committee meets bimonthly on the second Monday at 4:30 p.m. at the Stuart Community Center, 415 Franklin Street. Meetings are open to the public.     A Story Forest has sprouted up around Fort Letort! This interactive installation features pages from a children's book displayed on cut-out tree-shaped boards. The boards line the perimeter of the playground. Carlisle Borough partnered with the Bosler Memorial Library to bring this literacy project to life. The boards were constructed by Joe Bott, a Boy Scout with Troop 180 of New Kingston, as part of his Eagle Scout project. "Priscilla and her Pals in the Park," written by Pat LaMarche and illustrated by Bonnie Tweedy Shaw, is the first book on display. The library will rotate stories yearly and showcase local children's book authors. As part of our partnership with Bosler, the library has provided, and will continue to offer, outreach activities in our parks, such as this summer's Storytime in the Park.
