Roger supports people who are trapped in a cycle of frequent short jail stays because of unmet needs. He and his fellow newSTART team members connect clients to housing, medical care, mental health and substance use treatment, and other essential services so they can stop the cycle and achieve their goals. Expanding the use of safe, cost-effective alternatives to incarceration like newSTART is an essential component of the plan to close Rikers by 2027.
