Established in 2019, the Catalytic Capital Consortium (C3) is an investment, learning, and market development initiative created and led by the MacArthur Foundation, The Rockefeller Foundation and the Omidyar Network. These three Strategic Partners aim to promote greater and more effective use of catalytic capital, in recognition of its essential role in realizing the full potential of the impact investing field, including in achieving the Sustainable Development Goals. Working to increase the knowledge, awareness and use of catalytic capital, the aim of the C3 Grantmaking program is to demonstrate the power of catalytic capital as synergistic with other forms of investing across the full continuum of capital (including commercial rates of return) to safeguard the environment, support those most in need, and ultimately enable a more just, inclusive and resilient world.

Many C3 partners and grantees are focusing capital and expertise on climate solutions. Coalition for Green Capital, for example, fuels green banks in the U.S. as part of its mission to halt climate change by accelerating investment in clean energy technologies. It approaches its work with a clear focus on #equity and opportunity—working to deliver the social and economic benefits of #energy investments to underserved communities. CGC was recently awarded a $5 billion grant from the Environmental Protection Agency as part of the Greenhouse Gas Reduction Fund (GGRF). CGC says it has more than $30 billion of demand for its award funds and anticipates that private-sector investors will add more than twice that to the projects jump-started by the federal dollars. “We find ourselves in this interesting place where the financial sector and environmental justice advocates are talking the same language,” said William J. Barber III, CGC’s senior director of impact and equitable investments, at C3’s practitioner conference in Copenhagen. “There seems to be this moment where we can infuse an unprecedented amount of capital with an unprecedented alignment of thought to really target some of the priorities around the climate, environmental and energy justice movements with real power." "In a time of mounting environmental degradation and runaway social inequality, we need #impactinvesting to be more than traditional investing with an impact report," writes Maoz (Michael) Brown, explaining the results of a recent survey of fund managers on the perceived difficulty of impact investing. He describes why additionality should be viewed as key—not just for #catalyticcapital investors but for market-rate impact investors as well. "In other words, for impact investors to have value-added impact, there should be something truly distinct about the deals that they seek out and structure, at least compared to the deals made by socially neutral investors." Should impact investing be more difficult than traditional investing? That’s one of the questions Maoz (Michael) Brown, head of research at the Environmental, Social and Governance Initiative at The Wharton School, wanted to answer when he surveyed impact fund managers to get a better understanding of how they do their work: “The lack of reported difficulty I’ve uncovered may be encouraging to field-builders: low barriers to entry promise growth.
