    Today, the U.S. Treasury Department designated ten individuals and two entities for facilitating a sustained effort by Russia to interfere in the 2024 U.S. presidential election by leveraging Kremlin-run media and other online platforms to target American voters with disinformation. The designation singled out: • Six employees of Russian state-media network RT, which U.S. officials see as a central actor in Russia’s propaganda apparatus • Three employees of RaHDit, a pro-Kremlin hacking group with ties to the FSB • The director general of ANO Dialog, a Russian NGO founded in 2019 by the Moscow city government that leverages AI technology in online Russian disinformation for use against election campaigns According to the designation, RT covertly recruited unwitting American influencers in support of its malign influence campaign, and used a front company to disguise its involvement and that of the Russian government in content meant to influence U.S. audiences. 🗳️🧑💻The announcement and several statements made today by senior U.S. officials come against the backdrop of recent efforts by other U.S. adversaries to interfere in the November election. Last month, in a joint statement, the FBI, ODNI, and CISA announced that Iran was behind recent efforts to target both presidential campaigns with cyber operations, a claim also detailed in a Google report. According to new research by disinformation specialists Graphika, a Chinese state-linked effort is also active in efforts to target U.S. voters through a mixture of spam and targeted propaganda aimed at spreading divisive narratives. 💻💰As we break down in our “Malign Interference and Crypto” report, crypto is a key element of state-backed mis- and disinformation efforts, including those centering around election interference.     📣 #Crypto Policy Update: 🇦🇪On 20 August, Abu Dhabi’s International Financial Center, 𝐀𝐛𝐮 𝐃𝐡𝐚𝐛𝐢 𝐆𝐥𝐨𝐛𝐚𝐥 𝐌𝐚𝐫𝐤𝐞𝐭 (𝐀𝐃𝐆𝐌) 𝐫𝐞𝐥𝐞𝐚𝐬𝐞𝐝 𝐚 𝐜𝐨𝐧𝐬𝐮𝐥𝐭𝐚𝐭𝐢𝐨𝐧 𝐩𝐚𝐩𝐞𝐫 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐢𝐬𝐬𝐮𝐚𝐧𝐜𝐞 𝐨𝐟 𝐟𝐢𝐚𝐭-𝐫𝐞𝐟𝐞𝐫𝐞𝐧𝐜𝐞𝐝 𝐭𝐨𝐤𝐞𝐧𝐬 (𝐅𝐑𝐓𝐬). FRTs are a category of stablecoins, that are referenced to a fiat currency, backed by high quality liquid assets and can be rapidly liquidated with minimal adverse price impact. What should industry players take note? 🔹𝐑𝐞𝐬𝐞𝐫𝐯𝐞 𝐚𝐬𝐬𝐞𝐭𝐬 🏦 : The paper proposes permitting composition of reserve assets to include high quality liquid assets. It also proposes a flexible approach to reserve management, permitting the issuer to set allocation limits, while ensuring that issuers maintain sufficient cash to meet redemption requests. 🔹𝐈𝐧𝐜𝐨𝐦𝐞 𝐟𝐫𝐨𝐦 𝐫𝐞𝐬𝐞𝐫𝐯𝐞 𝐚𝐬𝐬𝐞𝐭𝐬 💸: Issuers may distribute income from reserve assets to FRT holders, provided the FRTs are not marketed as investment or savings products and are in compliance with other regulatory requirements. 🔹 𝐑𝐞𝐝𝐞𝐦𝐩𝐭𝐢𝐨𝐧 🪙: FRT holders are proposed to have the right to redeem their tokens at par value on demand and can claim reserve assets if the issuer fails to meet redemption obligations. Issuers must return the par value within two business days (T+2) of a redemption request, with some exceptions. 🔹 𝐀𝐌𝐋/𝐂𝐅𝐓 🛡 : The paper proses that existing regulations for VASPs on anti-money laundering, transaction monitoring, and the Travel Rule, amongst others, would continue being applicable to FRTs. 🔹 𝐁𝐮𝐬𝐢𝐧𝐞𝐬𝐬 𝐫𝐞𝐬𝐭𝐫𝐢𝐜𝐭𝐢𝐨𝐧𝐬 ❌: Issuers could face tightened restrictions on their businesses to prohibit provision of non-issuance services, and avoid exposure to risks beyond the primary activity. 🔹𝐀𝐜𝐜𝐞𝐩𝐭𝐞𝐝 𝐅𝐑𝐓𝐬 🕴️: Only FRTs approved by the FSRA can be issued, marketed, or accepted as payment within ADGM by the authorised persons. FSRA may publish an accepted list of FRTs and could also undertake review of FRTs on a case by case basis for inclusion in the list.
