This is reflected in Vallejo being ranked the hottest real estate market in the United States for the past twelve months. The City of Vallejo's story begins in 1844 when General Mariano G. Vallejo saw the promise of the area. Named after him and twice the site of the state capitol in the 1850s, Vallejo grew into an important shipping and naval center. Legend has it that Mare Island got its name after Gen. Vallejo drove a herd of horses across the Carquinez Strait. Established in 1854, Mare Island Naval Shipyard was the West Coast's first shipyard. Decommissioned in 1996, Mare Island is now home to more than 100 businesses and has become an industrial, commercial and residential engine for the Bay Area. A strong economy and affordable housing have meant new prosperity for Vallejo, as businesses and residents come to the city. Some are attracted by the beautifully restored Victorian homes and business fronts; others by the newer homes in the Northgate and Hiddenbrooke developments. The city recently earned Main Street designation, and as a result our downtown area has benefited from on-site training in effective commercial district revitalization, technical assistance, consulting services, networking activities, and site assessments from California Main Street. Waterfront and Mare Island redevelopment have become a community effort, with input from residents helping shape the future of what will become the most important economic generators for the city. The city's Ferry Terminal and ferry services have served as a model for the rest of the Bay Area, helping make Vallejo a transportation and commuter hub for the North Bay with over 1 million riders annually. Six Flags Marine World, restaurants and the Downtown Farmer's Market help make Vallejo the vibrant community it is today.

  • APPLICATION PERIOD FOR THE MEASURE P CITIZENS' OVERSIGHT COMMITTEE-APPLICANTS NEEDED Measure P enacted a .875% sales tax to address community priorities for maintaining critical city services with reliable, locally controlled funding that cannot be taken by the State. On July 12, 2022, the Vallejo City Council created a Citizens’ Oversight Committee (COC). The COC shall consist of 7 regular members appointed by the Mayor and City Council as set forth in the ordinance (Ordinance No. 1866 N.C. (2d)). Six of the regular members are appointed based upon Council voting district. Members appointed by the Mayor may reside anywhere in the City. Due to terms expiring on October 10, 2024, the City is seeking qualified District 1, 3 and 6 applicants and one at-large applicant interested in serving on the Commission each for a 2-year term. Citizens’ Oversight Committee The COC is established to independently review and advise upon the City’s expenditure of proceeds generated by the transactions and use tax. The Committee shall meet at least twice each calendar year and more frequently, if necessary, to discharge the responsibilities of the Committee. Members of the Committee shall not receive a stipend for their service. Any additional responsibilities and duties of the Committee shall be established by resolution of the City Council except as otherwise set forth in Vallejo Municipal Code Section 3.09.170. The COC shall annually review and report on (a) the City’s proposed and actual expenditure of proceeds generated by the transaction and use tax and (b) the independent annual audit required by Chapter 3.09. The Committee’s report shall be submitted to the City Council for review and discussion at a public meeting of the City Council and shall be available to the public. The City shall provide such staff resources as are reasonably necessary to assist the Committee with the discharge of its duties under this chapter. The Committee shall not have authority to hire or retain its own staff, consultants, or contractors. Qualifications to be a Committee Member Members shall be residents of the corresponding Council District of the appointing Councilmember for Districts 1, 3 and 6. A member appointed by the Mayor may reside anywhere in the City. Each member of the Committee shall serve for a term of 2 years and such service shall be at the pleasure of the City Council. Applications will remain open until 5 p.m., Friday, October 4, 2024. Interview dates will be announced shortly after the application closes.   • Andrew's Announcements - A Message from the City Manager Hello Vallejo, Thank you to all of the volunteers that came out to participate in Coastal Cleanup Day last weekend. Please find pictures and information in this edition of the Weekly on the impressive amount of trash that volunteers picked up to help keep our shores clean. This coming Saturday, please stop by our City table at the Farmers’ Market where City staff will be answering your questions and handing out voter registration forms with fun voter swag for children. Free Fall Clean-Up Day also takes place this Saturday-be sure to check out the flyer in this Weekly to see what Vallejo residents can bring to this event with Recology. At the City Council meeting last Tuesday, many residents expressed their concerns about the lack of African American representation on the community panel that interviewed the six top candidates for the permanent Police Chief position, which resulted from an unexpected and unfortunate turn of events. I appreciated receiving many communications from the public and hearing all of the comments at the meeting, and understand the community’s desire for more involvement in the process. Earlier this week, I decided that we would convene a second diverse and inclusive community panel to interview the three finalists for the position. The panel will be composed of 8 members recommended by the City Council and 2 members selected by the NAACP. I will then consider the recommendation of the panel and the qualifications of the finalists and make a decision on the permanent Police Chief. Thank you for your patience as we have worked on this important process and please accept my apologies that the original community panel was not representative. I take responsibility for that and I have learned many valuable lessons as a result of the feedback that I have received on this issue, for which I am grateful.   • City of Vallejo to Convene a Second Community Panel to Receive Additional Input on Police Chief Selection VALLEJO, CA - Vallejo City Manager Andrew Murray shared today that the City would convene a second community panel to receive additional input on the selection of the new permanent Police Chief. Murray stated, “The permanent Police Chief will play a critical role in modernizing the Police Department, healing relationships with the community, and supporting the success of our officers. The City has undertaken a very robust effort to gather community input on the ideal skills, experience, and traits of the permanent Chief, and has also conducted broad outreach to attract a diverse and well qualified candidate pool. Unfortunately, due to an unforeseen personal emergency, there was a lack of African American representation on the community panel that the City earlier convened, and we would like to remedy that. The process of selecting the permanent Police Chief has been multifaceted. The head recruiter, Joe Gorton of Bob Hall and Associates, presented the recruitment and selection plan to the City Council and received Council and community input. Mr. Gorton and Murray then participated in multiple community wide meetings as well as a number of key stakeholder meetings and discussions with a very diverse and broad range of organizations and individuals, including the Solano County Black Chamber of Commerce, Solano Hispanic Chamber of Commerce, the Filipino-American community, the American Civil Liberties Union (ACLU), Black Women Organized for Political Action, Common Ground, Advance Peace, and many leaders of the African American religious community. The City also issued a community survey to gather input. In part based on the input provided in the meetings and discussions above, the recruiter created a brochure describing the position that was distributed nationally through many organizations and networks that were intended to reach a diverse candidate pool. Those organizations and networks included the Cal Chiefs, National Organization of Black Law Enforcement Executives, Hispanic American Police Command Officers Association, National Association of Women Law Enforcement Executives, and International Association of Chiefs of Police. The recruiter also reached out to specific individuals that they thought might be good fits for the position. The City received applications from a number of well qualified and very diverse candidates. Once applications were received, the recruiter held phone or virtual meeting screening interviews with the 11 candidates that were most qualified. The City then invited the 6 candidates determined to be best qualified to participate in oral examinations (interviews). Each of the 6 candidates invited to interview were people of color.
