St. Cloud, Florida, is a family-oriented community offering small-town charm in a location close to Orlando, Orlando International Airport, and Medical City in Lake Nona. This Soldier City has a strong sense of pride in its heritage, which is demonstrated through landmark areas, such as Veteran’s Park (located in the heart of the city).     St. Cloud Communications Director Maryemma Bachelder recently earned the Master Public Information Officer (MPIO) certification through the Federal Emergency Management Agency. Bachelder joins Sr. Public Information Manager Andrew Sullivan, who also works in the City’s Communications Department, as two of only 179 certified FEMA MPIOs worldwide. “Having our Communications efforts led by two people with a master-level certification means our residents benefit from having highly trained, knowledgeable professionals working to provide information, not just day-to-day, but also in times of crises, such as during hurricanes,” said City Manager Veronica Miller. “The City is fortunate to have this level of experience and professionalism. Maryemma and Andrew both have deployed to other areas of Florida to assist with public information efforts following major hurricanes.” The Master PIO program is a year-long course of study that includes classroom instruction and requires a capstone academic research project. It is offered through FEMA’s National Disaster & Emergency Management University in Emmitsburg, MD. Bachelder has served as Communications Director since 2020. The Communications Department is responsible for media relations, internal and external communications, social media, videography, podcasts, and audio-visual technology for meetings and events.

    This week, we hosted a one-day workshop on the Federal Emergency Management Agency's (FEMA’s) elevation certificate. Attendees included surveyors, building officials, floodplain managers, permit technicians, and engineers, from across the state. The course provided detailed training on completing a FEMA Elevation Certificate (EC), allowing full compliance with any program that requires submission of an elevation certificate. The course also covered requirements for surveying, foundation flood openings, and certification, reviewed the Community Rating System requirements for an elevation certificate, and covered common errors and omissions.     At tonight's City Council meeting, the City received an award from the Florida League of Cities for the city’s Economic Gardening Program. The Economic Advancement Award recognizes a program that supports, highlights, or partners with the local community to improve the economic well-being of the city. Economic gardening is an entrepreneurial approach to economic development that embraces the idea that entrepreneurs drive economies. St. Cloud’s Economic Gardening program included many financial and technical assistance programs for businesses affected by the COVID-19 pandemic and by downtown construction. The program offered $190,000 in grants, technical support, fee waivers and marketplace information for small and mid-size businesses. Among the programs included in the Economic Gardening program were Cloud Cash, utility payment assistance, marketing grants, and a shuttle service.

    The City's Economic Gardening program has received the International Economic Development Council 2024 Excellence in Economic Development Bronze Award for Business Retention & Expansion, marking the second award won by the program. St. Cloud’s Economic Gardening program included many financial and technical assistance programs for businesses affected by the COVID-19 pandemic and by downtown construction. The program offered $190,000 in grants, technical support, fee waivers and marketplace information for small and mid-size businesses. Among the programs included in the Economic Gardening program were Cloud Cash, utility payment assistance, marketing grants, and a shuttle service. In reviewing the City’s award application, the judges noted things such as: “Great cross-sectional partnership to provide a solution to an immediate problem but also programming that can extend into the future to continue supporting small businesses.” Another judge noted: “Great job taking a significant problem and offering a creative solution.” Earlier this year, the Economic Gardening program also received the Economic Advancement Award from the Florida League of Cities.
