Philanthropy

A global fund supporting countries to build digital public infrastructure that is inclusive, safe, and equitable.

About us

In the 20th century, physical infrastructure – electrical grids, highways, mass plumbing – created unimaginable public value and prosperity. In the 21st century, digital public infrastructure has the same potential and could accelerate progress towards the Sustainable Development Goals. Co-Develop is a global non-profit fund supporting countries to build digital public infrastructure that is inclusive, safe, and equitable.

What can bilateral and multilateral funding organisations do to nudge countries to be more thoughtful about making digital investments? The 'Economics of DPI' event that we co-hosted with Digital Impact Alliance a few days ago on the sidelines of the IMF/ WB Annual meetings in Washington DC, brought up some important ideas. Even as we work towards building the evidence base to analyse the impact of a DPI approach, can we begin concerted efforts to drive down the cost of digitisation by reusing digital artefacts, rather than rebuilding them? How do we ensure that investments in poorly conceived digital solutions don't drive countries that are already struggling with a lot of debt, deeper into the abyss?

The DPI conversation has evolved, yet confusion lingers – is DPI simply government-owned tech solutions? CV Madhukar, Co-Develop CEO, urges us to think bigger. Current models like “digital government” offer re-usable tools but remain limited – it’s like building #GPS only for government use. They serve but within confined spaces. “Whole of Society” DPI shifts the mindset. This approach empowers all actors, public and private, to adapt digital capabilities to address future societal challenges. Imagine open digital frameworks available for anyone to innovate and solve social issues. Take GPS: developed for defense, but now vital for daily life. This mindset shift from 'solutions' to 'capabilities' – from digital government to DPI – is transformative. Achieving this shift will require deliberate efforts across sectors, but it promises reduced costs, accelerated innovation, and inclusive tech. How can leaders help guide this change? This week, as we saw the global launch of the DPI Map, and as I interacted with a number of colleagues and stakeholders discussing #DPI during the annual meetings of the International Monetary Fund and The World Bank, I felt that the idea that DPI is about creating a set of digital capabilities for the whole of society is poorly understood. It will take a lot of effort from all of us to ensure that both government and the private sector leverage the capability of a DPI approach to unlock massive innovation, drive down costs and advance inclusion globally.

As Digital Public Infrastructure (#DPI) continues to gain momentum, its promise to drive GDP growth by 3-13% is only the beginning. Understanding its social and economic impacts, especially in low- and middle-income countries, is essential. That's why Co-Develop funded the Digital Public Infrastructure Research Lab (OxDPI) at University of Oxford’s Centre for the Study of African Economies, a pivotal step toward comprehensive #DPI research. Jordan Sandman highlights that the OxDPI Lab, led by Professors Stefan Dercon and Dr. Christian Meyer, will rigorously examine #DPI’s role in inclusion and wellbeing, starting with #Ethiopia’s Fayda system—an ambitious national ID initiative with support from the World Bank’s ID4D team. Collaborating closely with Ethiopia’s National ID Authority and international researchers, this lab will not only provide rapid, evidence-based insights but also shape real-time government decisions, ensuring DPI rollout fosters meaningful societal impact. 📈 DPI is more than tech—it's a tool for growth and inclusivity. Read more in Jordan Sandman's full article on the potential of Oxford’s lab to build a strong evidence base for DPI: https://lnkd.in/dKUdTgyE #DigitalPublicInfrastructure #ResearchForImpact #InclusiveGrowth #CoDevelop

The great work done by the UCL Institute for Innovation and Public Purpose (IIPP) on the latest #GlobalDPIMap has revealed some enlightening insights: the world is further along in Digital Public Infrastructure (#DPI) adoption than many imagined. However, the #DPI landscape is diverse and complex, shaped by different models, income levels, and regional nuances. 🔹 More DPI Than Expected: With a vast range of digital identity systems, payment platforms, and data exchange mechanisms, it’s clear that #DPI is a global reality, but one with stark contrasts. 🔹 Income-Level Disparities: For example, #payment systems vary significantly across income levels—while high-income countries often have robust central bank-led systems, lower-income countries show a heavier reliance on diverse, often private, operators. This raises questions about the resilience and accessibility of DPI in different economic contexts. 🔹 Regional Diversity in Data Models: The data exchange systems also reveal regional specificity, with models like X-Road widespread in Africa, Asia, and Europe, while API Gateway predominates in the Americas. This diversity suggests that DPI systems are often tailored to regional socio-political realities. As DPI evolves, we encourage all our partners to consider how these diverse models can best serve each country’s unique needs and priorities. This map isn’t just a snapshot—it’s a call to rethink, reimagine, and refine #DPI to build inclusive digital ecosystems that reflect global diversity. 🌐
