About us
Community Energy Project, Inc. (CEP) is a 501(c)3 non-profit organization, incorporated in the State of Oregon since 1987. We began in 1979 as a project of Responsible Urban Neighborhood Technologies at the height of, and in response to, a national crisis in both energy commodities and social welfare, and in our 43 years, we have matured with our mission as our guiding force: We empower people—regardless of life circumstance— with the appropriate tools and resources to maintain healthier, more livable homes, control their utility costs and conserve natural resources. Our shared vision is a future where all people can afford to live in their homes with dignity, comfort, and safety. Our mission translates to service: We conduct over 100 ‘Do-It-Yourself’ community workshops for more than 1,300 families at over 140 different Portland-area locations annually. We adapt our workshops to the audience and cover a range of home-related topics: weatherization, home-energy education, and lead-poisoning prevention. For the less able bodied (low-income seniors and people with disabilities) we provide in-home services such as emergency safety repairs and installation of small-measure weatherization materials. We perform as many as 425 ‘services’ annually; oftentimes, it’s necessary to conduct repairs before weatherizing, so with 425 services we can assist roughly 300 families.

The 144 million renters in the United States are experiencing the brunt of the housing and climate crises, with apartments in unhealthy conditions, disasters leaving people unhoused, and utility debts and rent hikes eating at paychecks. At the same time, carbon pollution generated by our homes is helping fuel the climate crisis, making it imperative that lawmakers at every level prioritize decarbonizing buildings and investing in green, climate-resilient infrastructure. Current climate policies often prioritize homeowners over tenants, with the costs of upgrades and efficiency measures often falling on their shoulders, leaving them behind in the just transition – or worse, putting them further in harm’s way.
