About us

We are the Cool Up programme. We work to upscale sustainable cooling and promote the implementation of the Kigali Amendment in Egypt, Jordan, Lebanon, and Türkiye, and to extend the lessons learned to the MENA region. The Cool Up programme brings together ten international, regional and national expert organisations. The consortium is led by Guidehouse and supported by the United Nations Development Programme (UNDP), Öko-Recherche, ILK Dresden, Frankfurt School of Finance and Management, the Regional Center for Renewable Energy and Energy Efficiency (RCREEE) and by its national partners the Integrated Development Group (IDG), the Royal Scientific Society (RSS), the Lebanese Center for Energy Conservation (LCEC) as well as the İstanbul Aydın Üniversity (IAU) and UNDP Turkiye. With in-depth expertise on topics like ozone depleting substances, natural refrigerants, f-gas regulation, energy efficiency, buildings, and climate, our team is well-equipped to support governments, industry, and financial institutions facilitate the transition to sustainable cooling. The Cool Up Programme is part of the International Climate Initiative (IKI). The Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) supports this initiative on the basis of a decision adopted by the German Bundestag.

    📢 Jordan has begun freezing its hydrofluorocarbon (HFC) consumption as part of its commitment to the #KigaliAmendment, which mandates a significant reduction in HFCs to combat climate change. 📆 On 25 July 2024, the Cool Up programme hosted a webinar on the implications of the Kigali Amendment in the EU and Jordan. The event, organized with the Chamber of Industry Jordan, Cool Up`s consortium partners Royal Scientific Society الجمعيّة العلميّة الملكيّة and Öko-Recherche Büro für Umweltforschung und -beratung GmbH welcomed over 50 participants from various sectors, including policy, industry, and international organisations. 🔍 The webinar highlighted the impacts of the Kigali Amendment on local industry players, including political interventions of the HFC phase-down and further F-gas regulations.        🌍 Did you know, air conditioning and electric fans account for nearly 20% of the electricity used in buildings worldwide, making the cooling sector a significant contributor to energy demand? 📚 The Cool Up programme conducted a training session on 27 June in İzmir for technical personnel in the cooling sector. The training organised by Cool Up's country partner, UNDP Türkiye, provided theoretical and practical knowledge on the safe use of natural refrigerants to support the transition from synthetic to natural refrigerants in cooling devices. Participants included representatives from Termokar, Onur Enerji, Italian, 4K Form Group, Ahmet Yar Soğutma, and ICE Soğutma. 🔍 The training addressed the importance of transitioning to natural refrigerants in alignment with the ODS (Ozone Depleting Substances) reduction targets of the #MontrealProtocol, starting this year.     🌍 The Cool Up programme conducted a two-day training on efficient cooling systems from 9-10 July 2024 in Beirut, Lebanon. The training was organized by Cool Up’s regional partner Regional Center for Renewable Energy and Energy Efficiency (RCREEE) and Cool Up’s country partner in Lebanon The Lebanese Center for Energy Conservation (LCEC) as part of Cool Up’s capacity building workstream to provide over 40 participants with essential knowledge and skills in the design and implementation of energy-efficient cooling systems. Participants included representatives from Trane Technologies, EcoConsulting, Free Energy, UNICEF, Energy Efficiency Group, UTECH, SEALCO – LG, Yeka Partners Company, the Presidency of the Council of Ministers, Pierre Dammous and Partners, World Wide Trader, and OTB Consulting and Industrial Research Institute. 📚 The training, based on the Pan Arab Certified Energy Management Professionals curriculum, covered topics such as energy basics, cooling systems and cycles, heat transfer, energy audits, measurement and verification, and national policies in Lebanon.     🌟 On 30 July 2024, Cool Up organized a working group roundtable workshop in Ankara to discuss the ongoing efforts in developing the National Cooling Action Plan (#NCAP) in Türkiye. The event was organized in collaboration with the Directorate of Climate Change in Türkiye T.C. İklim Değişikliği Başkanlığı and Cool Up's country partner UNDP Türkiye. 🚨 The workshop was kicked off with opening remarks by Mr.Volkan Polat, Head of the Department of the Monitoring of Greenhouse Gas Emissions of the Directorate of Climate Change in Türkiye and Dr. Nesen Surmeli Anac, Cool Up Project Manager. During the roundtable, participants discussed the ongoing developments in the F-gas regulation, sustainable cooling financing, and the cooling demand modeling for the National Cooling Action Plan.     🌍 Cool Up at OEWG46: Strengthening the Montreal Protocol Implementation 🌱✨ Cool Up participated in two side events at the 46th meeting of the Open-ended Working Group of the Parties to the Montreal Protocol in Montreal, Canada. The conference centered on enhancing the implementation and effectiveness of the Montreal Protocol, which aims to phase out ozone-depleting substances (ODS) and protect our ozone layer. Key discussions revolved around progress reviews, emerging challenges, and proposals for improved compliance and enforcement measures. The Workshop on Strengthening the Implementation of the Montreal Protocol, held in conjunction with the OEWG conference, focused on strategies to bolster enforcement of regulations, provide technical and financial support to developing countries, and integrate new scientific findings. 🌟 Event Highlights: 1. Substantiating Policy Making Through National Equipment Registers • Hosts: Cool Up's Barbara Gschrey (Öko-Recherche), Gokcen Asan (UNDP Türkiye) and Sinisa Prodanovic (Öko-Recherche) • Focus: Implementation of national equipment registers for better policy making, insights into common servicing practices, and leakage rates. Participants learned about fine-tuned emissions models for National Cooling Action Plans (NCAPs) and national GHG inventories. 2. Exploring Sustainable Lending and Financing Models for a Cooler Future • Hosts: Cool Up's Dr. Andreas Hermelink (Guidehouse) and Etienne Gonin (UNDP) • Focus: Lending and financing models to support sustainable cooling technologies. Key insights included Cool Up’s market assessments, financing facilities, technology supplier strategies, and training for the local banking sector. The side events underscored the importance of collaboration, capacity-building, and innovative approaches to ensure the Montreal Protocol’s continued success in safeguarding our global environment.
