Systems can’t authentically serve LGBTQ+ young people unless they authentically KNOW young people. And that means collecting data in a sensitive, safe ways, ensuring that privacy considerations are kept at the forefront along with respect for young people. CSSP’s getREAL initiative worked with partners to develop guidelines for SOGIE data in Allegheny County, PA in support of their efforts to improve how the child welfare system was able to support LGBTQ+ youth. As we found through this work, systems can change. Systems can implement policies and redesign their work to promote the well-being of LGBTQ+ youth, and having data to guide their work is essential. Children and youth who identify as LGBTQ+ experience both disproportionate involvement with child welfare, and once involved, disparate outcomes including placement instability and longer stays in foster care. Systems have opportunities to do better. By implementing strategies that promote keeping families together, healthy adolescent development and well-being, and successful transitions to adulthood, there is an opportunity for real system reform. We owe LGBTQ+ young people the recognition and affirmation of their multidimensional identities including their race, ethnicity, sexual orientation, gender identity and expression, and immigration status. LGBTQ+ young people consistently tell us the importance of faith in their lives and how deeply they value connections to their faith. Across the nation, many faith-based organizations are operating in ways that are true to their values—serving and supporting all youth and families in their communities. Many faith-based agencies are also important child welfare system partners, playing a key role in ensuring that all children’s needs are met, while also affirming the identities of all the youth they serve. However, some organizations have used their faith tradition as a license to discriminate and deny support and acceptance of LGBTQ+ youth in care. Prioritizing the faith of some and allowing them to use their faith as a means of discrimination is unconscionable. Mandated, legislated non-discrimination policies promote protection for LGBTQ+ young people in care, ensuring that every child benefits equally from the best practice, services, and supports that a system can provide. Affirming and supporting isn’t just a box we check. Rather, it is holistic acceptance, support, and love of and for a person’s entire identity—without judgment. Young people—particularly LGBTQ+ young people—deserve this enthusiastic and absolute acceptance from the adults in their lives and the communities in which they live. Public systems owe LGBTQ+ young people the supports that they need to live full, whole lives—and to have those supports codified by law. Currently, many states prioritize the values of foster parents over the identities of young people, while very few have codified requirements that center the health and well-being of LGBTQ+ young people. California is one of these states and requires for foster parents to “demonstrate an ability and willingness to meet the needs of a child, regardless of the child’s sexual orientation, gender identity, or gender expression.” If foster parents are not required to meet the needs of all young people, how can all youth be guaranteed to have their needs met while they are in care?
