About us
The mission of the Cornell Program in Infrastructure Policy is to improve the delivery of civil, social, and digital infrastructure through dedicated, high-quality research, teaching, and public outreach efforts. We focus on the procurement, funding, alternative financing, and technology developments across the infrastructure industry. We maintain a network of scholars across multiple disciplines both inside and outside of Cornell University who share an interest in public policies impacting infrastructure delivery. We collaborate with partners in the public, private and non-profit sectors to develop and disseminate research, develop new educational courses, share industry best practices, organize webinars and host conferences about infrastructure policy. Our Board Member Bob Hellman is sharing important information on US infrastructure / transportation investment and spending. The evidence shows that we urgently need Public Private Partnerships to move forward with infrastructure improvement and development.
There is a $1.2 trillion shortfall in surface transportation spending according to the January infrastructure report by American Society of Civil Engineers (ASCE). To address this significant funding gap, continued collaboration between public and private sectors is essential to bring the required capital into American infrastructure.

The NTO is the largest private investment ever committed to a U.S. airport terminal and the largest public-private partnership in the nation.
All of us have family and loved ones who have stepped away from travel and adventure because navigating large airport terminals has become too challenging. I experienced this myself a few years ago when I was on a business trip while recovering from treatment for breast cancer, struggling to make it to my gate. On June 24, in my interview to Scripps News, I talked about the following issues: - The Infrastructure Investment and Jobs Act (IIJA) passed in 2021, despite its benefits, has not had the full impact we hoped for because of high inflation in the cost of construction materials. - The value of infrastructure is hard to overestimate, since it's a legacy that we inherit, improve or create, and then pass to the younger generation. - Both rural and urban communities must have infrastructure in good repair to allow for the economic prosperity of the country. https://lnkd.in/gdX4dUCb

CPIP and Hodes Weill & Associates have just issued our second annual Infrastructure Allocations Monitor. The results are based on survey responses from 102 institutional investors in 20 countries The 2024 participants hold total assets under management (“AUM”) exceeding US$8.2 trillion and have portfolio investments in infrastructure exceeding US$350 billion. These findings indicate a growing interest in infrastructure as an asset class, with particular interest in digital and energy transition infrastructure. The full report is below.
