We are deeply saddened to announce the unexpected passing of our friend, colleague, and partner, David Hendel, on July 1st after suffering a cardiac event while jogging near his home. David was unwaveringly cheerful, kind, witty, and incredibly passionate about his work. He truly made Culhane a better place, and we will miss him dearly. Today, Culhane honors Ms. Opal Lee, the 97-year-old Texas native and retired teacher who became known as the "Grandmother of Juneteenth." Lee campaigned for decades to make Juneteenth (June 19th) a federally recognized holiday to mark the end of slavery in the former Confederacy. Her primary method of advocacy was organizing 2.5-mile symbolic walks throughout the United States, representing the 2.5 years it took for news of the Emancipation Proclamation (January 1, 1863) to finally reach the enslaved people in Texas on June 19, 1865. Her vision was finally realized in 2021 when Juneteenth National Independence Day became the 11th federal holiday adopted by Congress and signed into law by President Biden. Lee was named the 2021 "Texan of the Year" by The Dallas Morning News for her activism on behalf of Black Texans. She was also recognized on the international scale with a nomination for the 2022 Nobel Peace Prize. In 2023, she became the second Black person to have her portrait hung in the Texas Senate chamber. Then, in 2024, President Biden awarded Lee the Presidential Medal of Freedom, the Nation's highest civilian honor. Read on to learn more about the important history of Juneteenth. In the final year of the Civil War, Texas had seen an expansion of slavery because the presence of Union troops was low and it was the most remote of the Confederate states. Thus, the enforcement of the Emancipation Proclamation had been slow and inconsistent in Texas until June 19, 1865, when Major General Gordon Granger (U.S. Army) arrived in Galveston Bay and ordered its final enforcement -- 900 days after the Emancipation Proclamation went into effect, 71 days after Robert E. Lee surrendered to the Union, and 24 days after the disbanding of the Confederate military department. Although Juneteenth commemorates enslaved people gaining their freedom under the Emancipation Proclamation, this only applied to former Confederate states. There remained legally enslaved people in many other states that never seceded from the Union and these people did not gain their freedom until the ratification of the 13th Amendment on December 6, 1865.
