Rick Capka, currently serving as chief operating officer, will assume the role of president. For the last 16 years, Gen. Capka commanded the U.S. Army Corps of Engineers’ South Pacific and South Atlantic Divisions and concluded his public service career as the Administrator of the Federal Highway Administration. Taking over as chief operating officer will be retired Gen. Rick Stevens, who has been a leader at Dawson for six years as senior vice president and directed the firm’s business development efforts. His previous military career included over 35 years of service culminating as the Army’s Deputy Chief of Engineers and the Corps’ Deputy Commanding General. Retired Col. Ed Fleming, currently a senior advisor with the firm, will become the executive vice president and assume responsibility for business development efforts. Col.
