The Secretary of the Army has appointed BRIGADIER GENERAL ROGER S. GIRAUD as the 21st Chief of the Medical Service Corps. This appointment, effective immediately, recognizes his exceptional leadership ability and significant contributions to Army Medicine. Brig. Gen. Giraud is currently serving as Director, Defense Health Network Europe. Giraud is a Distinguished Military Graduate of Texas A&M University. He earned a Bachelor of Science degree in Biomedical Science in 1991 and a Bachelor of Science in Animal Science in 1993. He earned his Master of Health Administration from Baylor University in 2004 and a Master of Strategic Studies from the U.S. Army War College in 2015. His awards include the Legion of Merit (2 OLC), Bronze Star Medal (1 OLC), and Meritorious Service Medal (1 SLC). Congratulations to Brig. Gen. Giraud on his new assignment!

Mr. Joe Bautista is a dedicated and impactful member of the Defense Health Agency’s Office of General Counsel legal team. Joe serves at the David Grant Medical Center, a military medical treatment facility supporting more than 500,000 beneficiaries in eight states. He rapidly gained the confidence of leadership and staff and has since remained apprised of all legal actions arising within the facility. Joe makes it a point to build personal connections and takes an active interest in understanding the needs and concerns of DGMC personnel and patients. He follows through on tasks with honesty and integrity, adapting quickly when presented with new challenges. Joe is eager to effectuate positive change at DGMC and make it a better place for everyone. One of Joe’s notable achievements was his assumption and oversight of the facility’s Financial Disclosure Management, OGE 450 confidential financial disclosure program. Working collaboratively with the staff, Joe guaranteed that all required filers completed their annual training and submitted detailed reports that allowed for appropriate certification and ensuring statutory compliance among leadership and staff.
